It's well known that Apple has outdated versions of open source code among developers. When Tiger was released in April 2005, it included fairly up-to-date versions of its included open source packages. The problem is that the open source code has advanced in the last 2 years, but Apple seldom updates the included packages. Apple will update some packages for security updates (most commonly Kerberos), but that is the exception to the rule.
It's easy to verify the versions of various software packages on the command line. Here's my results from my Intel iMac OS 10.4.10. Try it yourself.
Samba (latest version 3.0.25b)
% /usr/sbin/smbd -V
Version 3.0.10
Python (latest version 2.5.1)
% /usr/bin/python -V
Python 2.3.5
and so on.
