smart scrolling

  Is there a way to set an option for smart scrolling (up and down arrow together on scroll bar) in OS X. This was an option I knew and loved in OS 9. I am brand new to OS X so maybe I don’t know where to look

  Not yet that I have found.  If there is a utility for this, please let us know!

  I want what DoubleScroll offered, and that was two sets of arrows on *both* ends. There is just no need for Apple to NOT offer us this.
