Why can’t I give an app as a gift?
-
When you buy a tune you have the option to “gift this song” on the drop down list. Not so with apps? Why not? I’d like to buy something for my son, but I suspect the only way to do it is to use his phone - so he is the owner, and cover it with a check.

iTunes gift card or iTunes allowance.
You’re right, this is a weakness of the current app store that should be addressed.

This may not be related to your issue but there is another reason Apps cannot be given as gifts.
My friend lives in Buffalo, NY and he wanted to gift an iPhone App to his cousin living in Niagara, Canada.
Unfortunately, because Canada is another country, Apple iTunes prevents US iTunes Store Apps from being gifted to another country’s iTunes Store. Hard luck.So he e-mailed the App description to his cousin and wired him the $5.95 for payment. Not very gifty is it?
