I too had an issue with springboard on iPhone 5 about 3 or 4 months ago.  It would crash every time I arranged the icons on the home screen.  It would move the icon and then when I hit the home button it would reboot and go to the apple logo to restart.  I did a normal backup and restore and that seemed to fix the issue for some reason.

BTW, I leave my send diagnostics unchecked but it does show me the logs/data.  There are recent dates there too.
