Apple Cuts App Store Fees and Allows Alternative App Stores in Brazil

Apple has announced major changes for iPhone app developers in Brazil, allowing them to distribute apps through alternative app marketplaces and use third-party payment systems on iOS 26.5 and later. The move follows an agreement with Brazil’s competition regulator and gives developers more flexibility in how they sell apps and digital services to users across the country.

Developers can now offer alternative payment methods inside their apps or direct users to external websites to complete purchases. At the same time, Apple will continue to allow developers to distribute apps through the App Store, which remains the primary destination for iPhone users to discover and download apps.

“The new options for alternative app marketplaces and app payments open new avenues for malware, fraud, scams, and privacy and security risks. Apple has worked with the Brazilian regulator to introduce protections from these new threats.”

New Rules Bring New Fees and Safeguards

Apple says every alternative app marketplace in Brazil must receive authorization and meet ongoing requirements. The company will also require all iOS apps to go through its Notarization process, which checks apps for malware, security threats, and basic functionality before distribution.

The updated business terms include lower App Store commissions for many developers. Most eligible developers will pay a 10% commission, while others will pay up to 21% on digital goods and services sold through the App Store. Developers that continue using Apple’s in-app purchase system will also pay an additional 5% payment processing fee.

For purchases completed through linked websites, Apple will charge a 15% store services commission, with some qualifying developers paying a reduced 10% rate. Apps distributed outside the App Store will pay a 5% Core Technology Commission on digital sales.

Apple has also introduced protections for younger users, including restrictions on external payment links and additional parental safeguards for users under 18. Developers can start using these new options immediately on iOS 26.5, while all Apple Developer Program members must accept the updated agreement by July 6, 2026.
