Apple took down its Developer Center website 12 days ago in the wake of a security researcher's successful efforts to hack Apple's developer data base. The site remained offline for a week when Apple unveiled its schedule for bringing services back online.
As it turned out, Apple hasn't quite followed its own schedule—developer forums were going to be among the first services reintroduced, but are taking place in the this, the second wave. Downloads were going to be in the second wave, but were among the early services to come back.
