The Walking Dead: Dead City Season 3, Episode 3 gives Maggie and Negan their first major test as leaders when Manhattan suddenly receives far more survivors than the new community can safely handle.
Episode 3, titled “Emigrants,” arrived on August 9, 2026, following the major changes introduced in “Haven,” including the death of the Dama and Maggie’s decision to turn Manhattan into a place where survivors can rebuild.

Spoilers ahead for Dead City Season 3, Episode 3
Maggie and Renata’s plan to attract survivors works much faster than expected after they restore power to the Statue of Liberty and use it as a beacon. A group from Belleville soon reaches Manhattan by boat, but several members need urgent medical treatment after an attack.
The situation becomes more complicated when another group arrives from Newark. Both communities blame each other for the violence, leaving Maggie and Renata trying to treat wounded survivors while preventing another fight inside their settlement.
The medical emergency becomes one of the episode’s main stories, since treating critically injured people carries an additional danger in this world. Anyone who dies can quickly turn into a walker, putting doctors and other patients at risk.
Negan brings back an old method
Negan handles the conflict between the two groups very differently. He takes their leaders, Bauer and Claudia, into another room with Dillard and tries to force someone to admit responsibility.
Negan blindfolds Dillard, gives him Lucille and has him swing the bat around the room while Bauer and Claudia watch. Negan eventually stops Dillard before anyone gets seriously hurt, but the scene shows that his old methods remain close to the surface.
Maggie takes another approach. She decides that both groups need a shared reason to remain in Manhattan, so she puts the newcomers to work clearing Central Park ahead of the coming change in season, with the goal of eventually using the land for farming.
Her plan briefly brings everyone together.
However, Bauer and Claudia cannot move beyond their feud. The two eventually kill each other, proving how difficult Maggie’s attempt to build a stable community will become.
What happens with Negan and Dillard?
Negan spends much of Episode 3 trying to make Dillard tougher. That effort pays off when Dillard saves Negan from walkers while the pair work to restore power in the tank room.
By the ending, Dillard’s bar has filled with newcomers, while Negan builds a setup for producing moonshine. Dillard, however, remains focused on Titicaca, the walker he keeps chained inside his room.
More importantly, Dillard appears to believe that Titicaca can speak to him and that they share some kind of relationship. Whether the walker can actually communicate remains unclear, but the storyline gives Season 3 another mystery heading into Episode 4.
The Walking Dead: Dead City Season 3, Episode 4 arrives on August 16, with Maggie and Luis searching for resources while Negan and Renata try to protect the growing settlement.
