Apple Faces New EU Action Over Apple Maps and Ad Business

EU App Store Rules

EU regulators are preparing to take a harder look at Apple Maps and Apple Ads under the Digital Markets Act. Apple has informed the European Commission that both services now cross the usage threshold required for potential gatekeeper status. That notification activates a formal review process, and the clock starts ticking.

At the core of this move sits a simple question. Do Maps and Ads hold enough power to justify stricter oversight? The Commission now has 45 working days to decide, and the outcome will shape how these services operate across Europe.

Apple Faces Fresh Scrutiny

As reported by Reuters, Apple has already pushed back against the gatekeeper label for both services. The company argues that large user numbers do not equal market dominance. It points out that Apple Maps sees far less use in Europe compared to Google Maps and Waze. At the same time, Apple Ads holds only a small share of the online advertising market when measured against Google, Meta, Microsoft, TikTok, and X.

Even so, EU law focuses on scale and influence, not just market share alone. Under the Digital Markets Act, platforms serving more than 45 million monthly users and backed by massive valuations fall under tighter rules. That same law already applies to iOS, iPadOS, and the App Store, forcing Apple to allow alternative app stores and payment systems in the region.

Next for Apple

If the Commission approves the gatekeeper status, Apple will get six months to bring Maps and Ads into compliance. Changes may affect how these services gather data, present results, or interact with businesses and users. For now, the exact shape of those changes remains unclear.

Still, the direction feels obvious. Europe continues to press for heavier oversight of big tech, and Apple stands firmly inside that spotlight. You can expect the next decision to set the tone for how Apple’s core services evolve across the EU.
