The important change is the setting. Production has moved from Vancouver to Los Angeles, and the premiere uses the Port of Los Angeles as more than scenery. The city gives Colter new police contacts, new neighborhoods and a broader range of cases while keeping the reward-of-the-week format intact.
Bill Kao may become a useful Los Angeles contact
Detective Bill Kao initially treats Colter as an obstacle, but the rescue changes their relationship. By the end of the case, Kao owes him a favor. That does not confirm an Episode 2 appearance, yet it creates a practical way for Colter to reach local records or law enforcement help without rebuilding that connection from zero.
Colter’s approach also remains different from a conventional police investigation. He follows a posted reward, works quickly and depends on people such as Randy to locate the next trail. Kao can assist that work, but the premiere suggests Colter will protect his independence.

The line about the mystery car matters because Colter records it after the port case is finished. It reads like a clue tied to his own investigation, not unfinished business from Sean and Stephanie’s rescue.
