Apple introduced a new Mini Apps Partner Program that gives developers a reduced 15 percent commission on qualifying in-app purchases. The move follows a misleading report of an agreement between Apple and Tencent, but the program applies to all developers who host mini apps inside their apps. Apple now treats mini apps as a broader part of the App Store ecosystem, not as a one-off deal with one company.
The company says mini apps are “self-contained experiences that are built using web technologies like HTML5 and JavaScript.” Developers who want the lower commission must apply for the new program. Tencent must also apply like everyone else, which shows that this is a formal program and not a custom deal.
How the program works
The Mini Apps Partner Program supports developers who host mini apps inside a larger native app. Apple says the program “provides an improved customer experience for mini app users while helping developers who host mini apps and games grow their business on the App Store.” Developers earn 85 percent of sales from qualifying in-app purchases if they meet the rules.
Apps must support the Declared Age Range API and the Advanced Commerce API. Apple explains that these tools help developers offer safer and clearer purchase flows. Developers must also ensure all hosted mini apps follow App Review Guidelines, provide the required metadata, and use Apple’s in-app purchase system. Apple also requires developers to use the Send Consumption Information endpoint to share refund-related data.
Eligibility and requirements
Your app must be available on iOS and iPadOS. You must provide a manifest that lists your hosted mini apps and follow guideline 4.7 for mini apps, mini games, streaming games, chatbots, and plug-ins. Apple reviews all metadata to confirm which purchases qualify for the lower commission rate.
The company explains that a qualifying mini app must come from a developer who is not under your control. A qualifying in-app purchase includes “consumables, such as currency, lives, or items, that are purchased and used immediately within a single qualifying mini app” and auto-renewing subscriptions accessed inside that same mini app.
Joining and submitting
You need an Apple Developer Program account to apply. After Apple approves your request, you receive setup instructions. When your app is ready, you submit it for review along with the mini app in-app purchase product ID. If you want to add more mini apps later, you update the manifest and resubmit.
Apple also says you can participate in this program while being part of others, such as the News Partner Program or App Store Small Business Program.
