Apple has introduced a new App Store fee structure in the European Union, with commissions now ranging from 5% to 26% depending on how developers distribute their apps, process payments, and qualify for reduced-rate programs.
For apps distributed through the App Store that use Apple’s In-App Purchase system, Apple will charge a 26% commission. Developers enrolled in programs such as the App Store Small Business Program, Mini Apps Partner Program, or Video Partner Program will pay 15%, while qualifying auto-renewing subscriptions will also move to that lower rate after the first year.
Developers using alternative payment processing inside App Store apps will pay 20%, although eligible developers in Apple’s reduced-rate programs will pay 10%. Apps that send users outside the App Store to complete purchases will carry a 15% fee, with the reduced rate again set at 10%.

For apps distributed through alternative app marketplaces or directly through the web, Apple will charge a 5% Core Technology Commission.
The European Commission told the Irish Independent that it welcomes Apple’s revised business terms following its earlier non-compliance decision and preliminary findings from April 2025.
The Commission also said it will continue monitoring how Apple implements the new rules across the EU.
