- Reset Network Settings: Settings > General > Transfer or Reset > Reset > Reset Network Settings. Reconnect to Wi-Fi.

- If nothing helps, back up, erase the iPhone, and restore from iCloud. Several users say a clean reinstall restored Apple Intelligence.
If your download remains stuck, avoid constant toggling. Leave the phone on power and Wi-Fi so any server-side fix or background process can complete. Apple’s own guidance also calls out the need for Wi-Fi, power, matching languages, and sufficient storage for on-device models.
