The change was reported in the r/iOSBeta discussion for beta 2 and corroborated by users in a separate iOS discussion. Apple does not mention the restoration in its iOS 27.2 release notes, so it remains an observed beta change rather than a promised feature for the public update.
How the per-app control is supposed to work
Apple’s current iPhone user guide says users can change text size while inside an app by opening Control Center and adjusting the Text Size slider. If the control is missing, it can be added while editing Control Center.

The app-specific mode normally lets a user enlarge or reduce text in the app currently on screen without applying that size everywhere. That is useful when one app’s labels are too small but the rest of the interface is already comfortable. Because the reported return is not in Apple’s notes, users should not install a developer beta solely to get it. Beta software can introduce reliability and app-compatibility problems, and Apple could change the control again before iOS 27.2 reaches the public. Testers who still cannot see the app-specific option should file Feedback Assistant reports with their iPhone model, build number, and a screen recording rather than assume beta 2 fixes every configuration.
