Detective Kavanagh is the senior police investigator who arrives after Conrad and Maeve’s dog-track shooting in the MobLand Season 2 premiere. Played by Ophelia Lovibond, the DCI becomes a direct threat to Harry because she receives a living witness before he can fully turn the massacre into another contained Harrigan problem.
Some listings spell the character’s surname Kavanaugh, but episode material uses Kavanagh. Her first name has not been established in the released story. Those limits do not reduce her function: she represents an investigation that begins with public gunfire, bodies and people outside the family who saw what happened.

Kavanagh inherits a public crime scene
Kavanagh reaches the dog track after Conrad and Maeve kill Gakbu’s men. Harry was excluded from the meeting and learns about the violence afterward, leaving him without the preparation that normally lets him shape a scene before police arrive.
A waiter survives and goes to the station. Finch spots him and alerts Harry, confirming that the fixer still has a source inside the police. Yet the witness speaks directly to Kavanagh, giving her evidence that cannot simply be replaced by the family’s preferred account.
A surviving witness changes the balance
Harry’s response is to tell Finch to clean up the problem from within. That order reveals why Kavanagh matters. She may discover not only the Harrigans’ crime but also interference inside her own force, turning one murder inquiry into a test of who in the police can be trusted.
Unlike Conrad, Kavanagh cannot be managed through family hierarchy. Unlike a rival gangster, she does not need to win territory. She only needs evidence strong enough to keep moving when Harry applies pressure, and the surviving waiter gives her a starting point.
Harry cannot treat her like family
The premiere leaves the Harrigans divided after the dog-track bloodbath. Conrad and Maeve act without Harry, Kevin makes his own moves, and Kat McAllister looks for pressure points. Every new character enters that unstable structure, which means loyalty matters less than who can exploit the family first.
Harry’s usual advantage is that he sees consequences before his employers do. Episode 1 weakens that advantage by keeping him outside the dog-track meeting and giving rivals time to organize. Episode 2 can test whether he still functions as the family’s center or has become one more player reacting to Conrad’s mistakes. That shift would give every rival more room to act, because the fixer can no longer promise that one conversation will restore order.
Season 2 has not confirmed how much Kavanagh knows about Finch or Harry. Her danger lies in arriving with fewer assumptions than the compromised officers around her. Will she protect the witness long enough to build a case, or will Harry reach the evidence first? Tell us in the comments.
