What Mac users can do now
The least disruptive response is to save open work, restart the Mac and test Mission Control with one display before reconnecting a larger monitor setup. Users should also install current display firmware and app updates because third-party window managers and display utilities can introduce their own conflicts.
A new macOS user account can help determine whether the behavior follows system-wide settings or only one profile. Disconnecting accessories and disabling login items are reasonable diagnostic steps, but deleting system files or using unsupported Terminal commands is not justified by the available evidence.
