Apple describes the new Siri app as one place for every Siri AI conversation, synced privately over iCloud so a chat started on a Mac can be picked up on iPhone, iPad, Apple Watch or Apple Vision Pro. In the European Union, three of those five platforms do not get Siri AI when iOS 27 ships on Monday, September 14, so the example Apple uses to sell the feature cannot be completed there.
Apple’s exclusion sentence names iOS, iPadOS and watchOS. macOS and visionOS are not in it, which is why Mac and Vision Pro owners in the EU are inside the feature while iPhone, iPad and Apple Watch owners are outside it. Apple has published no reason for that split.

What Apple says the Siri app does
The Siri app is the piece of Siri AI that makes the assistant feel continuous rather than one request at a time. Apple says conversations can be typed or spoken, that history is kept in the app, and that iCloud carries that history between a person’s devices.

The cross-device claim is the selling point. Apple picks Mac as the starting device in its own description and lists iPhone, iPad, Apple Watch and Apple Vision Pro as the places to continue, which covers the whole lineup Apple announced at the September 9 event.
The exclusion sentence names three operating systems
Footnote 3 of Apple’s iPhone 18 Pro press release is the fullest version of the regional rule, and it reads: “Siri AI will not be available initially in the EU on iOS, iPadOS, and watchOS. Features that rely on Siri AI will also not be available in the EU on iOS, iPadOS, and watchOS. Apple is working hard to find a path forward that preserves its users’ privacy and security.”

A shorter version of the same footnote elsewhere in the release mentions only iOS. The three-operating-system wording is the one Apple repeats on its Apple Intelligence page, its iOS 27 page, the iPhone 18 Pro specs page and the iPhone Duo page, so that is the version to work from.
What the split does to a mixed EU lineup
Read together, the two sentences describe a household in the EU where a Mac can start a Siri AI conversation and an iPhone 18 Pro cannot join it, even though both are signed into the same Apple Account and both are on the 27 releases. The same applies to an Apple Watch Series 12 on watchOS 27 and to an iPad on iPadOS 27.
Apple has not published what happens to the synced history in that situation: whether it is withheld, whether the Siri app appears at all on an excluded device, or whether an eligible Mac in the EU can read a history created outside the region. The second sentence of the footnote widens the problem, because features that rely on Siri AI are excluded too and Apple never lists them. The iPhone Duo page carries the same footnote ahead of its October launch.

- Whether availability follows the device region, the Apple Account region or the language setting for someone who travels
iOS 27, iPadOS 27, macOS 27 Golden Gate, watchOS 27 and visionOS 27 all arrive on Monday, September 14, with Siri AI in beta in English and five more languages due in October. Until Apple publishes more, the EU position is the one footnote 3 describes, on three operating systems out of five.
