Frank Harkness is back in London because the attack on former Slow Horses reaches directly into River Cartwright’s unresolved family history. Episode 1 does not bring Hugo Weaving’s mercenary back for a nostalgic appearance. It places River’s estranged father near a campaign that is already turning Slough House’s past into a weapon.
The return matters because Frank is one of the few figures who can make the season’s institutional danger feel immediately personal. River has spent years defining himself against a family legacy of spies, secrets and abandonment. Frank’s presence means that the threat surrounding Lamb’s team cannot stay safely inside MI5 files.

Frank arrives when River has lost David
David Cartwright’s funeral leaves River grieving the grandfather who raised him. The funeral’s meaning for River already frames that loss as an intelligence legacy as well as a family one. Frank’s return then reopens the other side of River’s family story: the father who was absent, dangerous and never uncomplicated. The juxtaposition is deliberate. One father figure is gone, while another returns with every reason to disturb what little stability River has left.

That does not automatically make Frank the person behind every development in the premiere. The episode keeps the full chain of responsibility unclear. What it does establish is that he is back in the city while former Slow Horses are being hunted, making him too relevant to ignore.
A mercenary belongs outside MI5’s rules
Frank has always represented a different kind of intelligence-world threat from Taverner or Lamb. He is not constrained by the Park’s procedures, reputational calculations or official deniability. As a mercenary and former CIA operative, he can move between state interests and private violence without treating either boundary as permanent.
That makes London the right place for him to reappear. The Season 6 attack is already exploiting old MI5 records and former agents. Frank understands the value of people who have been abandoned by institutions, whether as assets, liabilities or leverage. River’s connection to him gives the threat an emotional doorway into Slough House.
River cannot keep family and service separate
River’s instinct is often to solve a problem by charging toward it. Frank’s return makes that instinct dangerous because it risks turning a team investigation into a private confrontation. Lamb will know that immediately: a father who has already damaged River is not merely another lead.
The episode’s ending therefore sets up a season-long tension. River has to decide whether he can use what he knows about Frank without allowing Frank to dictate the case. The Slow Horses need every useful connection they can get, but Frank’s usefulness and his threat are likely to be the same thing.
