Jin I-soo and Ju Hye-ra finish Season 2 as trusted partners, not an officially confirmed couple. The finale proves that each will put reputation, safety and career on the line for the other, but it never gives them a kiss, a confession or another clear marker that would turn their bond into a romance.
That restraint fits the season. Their relationship grows through investigations rather than private declarations, and the final case asks whether they can keep choosing the same side under pressure. They do. The more important change is that Hye-ra no longer treats I-soo as a reckless variable, while he trusts her judgment without trying to buy or charm his way around it.

The final case turns trust into action
The investigation into Seong-won gives the partnership its hardest test. I-soo is placed in physical danger and temporarily pulls away from the team to protect the people around him. Hye-ra does not interpret that distance as rejection. She keeps working the case and gives him a route back into a coordinated plan.
Their gallery confrontation works because both understand the other’s role. I-soo provokes Seong-won and keeps his attention, while Hye-ra helps turn the encounter into evidence the suspect cannot easily bury. The public confession closes the immediate case through shared strategy, not one detective rescuing a helpless partner.
The finale does not make them a couple
The finale also avoids using danger as an instant shortcut to romance. Concern between I-soo and Hye-ra is visible, yet the episode keeps the emotional payoff inside their work. They can read each other faster, disagree without breaking the team and act without needing every step explained first.
That makes their ending different from a conventional romantic resolution. Viewers can read attraction or future potential into the performances, but the story only confirms loyalty and professional intimacy. Calling them a couple would go beyond what Episode 14 actually shows.
The cliffhanger binds their futures together
The final tag gives that choice practical weight. A new, bloodied figure appears surrounded by photographs of I-soo, Hye-ra and their colleagues. Whoever is studying the team sees the pair as connected targets, which means their relationship will shape any continuation even if it never becomes romantic.
Season 2 therefore leaves I-soo and Hye-ra at the beginning of a stronger partnership, not the end of a love story.
