Plum gets Anna’s USB drive because Reacher decides the evidence is more valuable in the hands of a journalist than hidden inside another agency file. The finale turns the drive from a weapon everyone wants to possess into a record that can expose the chemical-weapons conspiracy. Giving it to Plum also completes his arc from a compromised source of information to the person best placed to make the story public.

The choice is deliberate. The finale preview identified Plum’s information as potentially decisive, but Reacher could still have handed the drive to the FBI, the CIA or Elsbeth Sampson. Each route risks another controlled version of the truth. Plum has spent the season chasing what powerful people want buried. The drive finally gives him material strong enough to publish rather than merely suspect.

The drive stops being leverage and becomes evidence

Anna’s USB drive has been the object around which the season’s threats gather. It contains the information connected to Operation Mongoose and the chemical formula, which is why the Hoths, federal actors and everyone around the Merricks treat it as something that must be found, controlled or destroyed.

By the end of “Cut,” the immediate chemical threat has been stopped. That does not make the drive irrelevant. It makes its contents more important, because the danger can no longer be dismissed as an unfinished investigation. Reacher understands that evidence kept private can be managed; evidence published becomes harder to erase.

Plum earns the chance to tell the story

Plum spends much of the season caught between fear, professional instinct and the consequences of knowing too much. In the finale, his hospital-room recognition helps point the team toward a critical lead. That contribution does not turn him into an action hero, but it proves he can be useful when the case needs facts rather than force.

Reacher gives him the drive with a clear purpose: Plum has the ability to report the story and the professional incentive to make it impossible for the conspiracy to be quietly contained. The gesture also gives him the career-defining opportunity he has been pursuing, but it is not a reward detached from the victims. Publishing is how the finale honors Anna’s attempt to keep the material from disappearing.

Public exposure is the season’s final form of justice

The legal case closes with arrests and the immediate attack prevented, but the larger system has already shown how well it can protect itself. Elsbeth accepts that the truth should come out, even though she has reasons to want control of the material. That agreement matters because it moves the resolution beyond private revenge and official damage control.

Plum’s final role is therefore not simply to hold a MacGuffin. He becomes the conduit between Anna’s evidence and the public that needs to know why she died. The USB drive started as a secret capable of killing people; it ends as proof capable of changing the story around them.
