Apple’s own pages carve the European Union out of three separate pieces of its new software this fall, not one. Siri AI is the loudest of the three, but a support document Apple published alongside Apple Watch Series 12 and Ultra 4 extends a version of the same carve-out to the Watch, and a footnote on iPhone 18 Pro’s camera adds a third, differently shaped limit of its own. Two of the three stop at the iPhone, iPad and Watch and do not touch the Mac or Apple Vision Pro.
Most coverage of the EU gap has treated it as a single, iPhone-shaped story about Siri AI. Apple’s own documents describe something wider, and the hardware itself is not the part that is missing. iPhone 18 Pro ships in the EU on Friday, September 18, on the same date as everywhere else in Apple’s first wave. What differs is what runs on it once it arrives.

Siri AI stops at three operating systems
Apple’s own footnote is specific: “Siri AI will not be available initially in the EU on iOS, iPadOS, and watchOS. Features that rely on Siri AI will also not be available in the EU on iOS, iPadOS, and watchOS. Apple is working hard to find a path forward that preserves its users’ privacy and security.” That second sentence widens the exclusion beyond Siri AI itself to anything built on top of it, on the same three operating systems. Apple’s own Apple Watch Series 12 and macOS pages state that Mac and Apple Vision Pro are not covered by the same restriction, and that Siri AI works there once set to a supported language.

A second document extends the same sentence to the Watch
Apple published a new support document on September 9 describing a feature category it calls Audio Intelligence, exclusive to Apple Watch Series 12 and Ultra 4. Apple’s own description: “A brand-new class of Apple Intelligence features that use the microphones of Apple Watch, the power of Apple silicon, and on-device and cloud-based AI models to help you detect sounds, identify music, and stay present and engaged, all while protecting your privacy at every step.” It names four capabilities: Sound Recognition, Music Recognition with Shazam, Live Rewind and Siri Recap.
That same document repeats, word for word, the sentence used everywhere else: Siri AI will not initially be available in the EU on iOS, iPadOS and watchOS. It does not go on to say which of the four Audio Intelligence features that sentence actually restricts. Sound Recognition and Music Recognition are not described anywhere as depending on Siri AI, while Siri Recap’s own name suggests it does. Apple has not itemized the split, so the honest answer for any one of the four in the EU is that Apple has not said.
A third carve-out, shaped differently, on the camera
Apple Reference Image does not follow the same iOS-versus-macOS pattern. Apple’s footnote reads: “In the EU, Apple Reference Image capture will not be available at launch with iPhone 18 Pro models, but users with iOS 27, iPadOS 27, and macOS 27 will be able to develop and view reference images.” The restriction here attaches to the iPhone’s capture hardware specifically, not to an operating system category. An EU iPhone cannot record a new reference image at launch, but an EU iPhone, iPad or Mac running the new software can all open and view one someone else made elsewhere, iOS included.
What the three add up to
Line the three up and a pattern holds even though the mechanics differ. An EU buyer who spends the most on Apple’s newest phone this season gets a Siri AI beta that does not run on it, a Watch feature category whose EU scope Apple has not spelled out feature by feature, and a camera mode that cannot capture anything new. A Mac buyer in the same country is not named in the Siri AI restriction at all, and was never going to lose anything to the Reference Image limit, since capture is an iPhone camera feature to begin with. Two of the three carve-outs are written to spare the Mac by name. The third spares it by not applying to Macs in the first place.
What Apple has not said
- Which of the four Audio Intelligence features on Apple Watch its EU exclusion sentence actually restricts.
- Any date for Siri AI’s EU arrival. “Apple is working hard to find a path forward” is the entire published timeline.
- Whether Apple Reference Image capture will ever reach EU iPhones, or on what basis that would change.
As of Saturday, September 12, all three carve-outs remain in place ahead of Monday’s release. iOS 27, iPadOS 27, macOS 27 Golden Gate, watchOS 27 and visionOS 27 all arrive September 14 on schedule in the EU, and iPhone 18 Pro ships there September 18 with the rest of Apple’s first wave.
