This tool is not something you will instantly spot in the default photo gallery. Instead, it is built directly for developers who create third-party camera and editing applications. When companies update their software to use this new technology, you will see much better results when editing large image files. The system even supports files from hundreds of different professional cameras right out of the gate.
The update will officially arrive this fall alongside the newest version of iOS. Third-party app creators will need a little bit of time to plug this feature into their own products.
