Meta Horizon Create will let people build AI games on a phone

Meta is preparing two prompt-based tools for making games on its Horizon platform. Horizon Create is a mobile app aimed at quick creation, while Horizon Studio is a browser editor with more detailed controls for refining a project.

Meta announced the tools at Connect, according to The Verge’s event report. Both products are planned for early access, and prospective creators can join a waitlist rather than downloading a finished public release now.

Meta says a creator will be able to describe an idea and generate a 2D or 3D mobile game with art, progression, difficulty and multiplayer elements. Horizon Studio is intended for creators who want to adjust those generated parts rather than accept the first result.

Facebook and Instagram become the distribution plan

The larger change is where the finished games can appear. Meta says eligible Horizon games may be recommended in Facebook and Instagram feeds. A person could tap a clip and enter a multiplayer session without installing a separate game app or leaving the feed.

Meta says reach will depend on whether games are stable, engaging, culturally relevant and able to bring players back. That gives small creators access to Meta’s existing audiences, but it also means distribution remains tied to the company’s recommendation systems and publishing rules.

Prompt generation can lower the effort needed to prototype a game, but it does not guarantee that the result will be original, balanced or enjoyable. Meta has not published final access requirements, monetization terms or a general release date. Its Connect developer page currently directs creators to on-demand technical sessions and broader Horizon tools.

The announcement fits Meta’s wider agent strategy. MacObserver has covered the Muse personal agent and the hardware Meta is building around Muse. Horizon Create applies the same prompt-first approach to game production, with the phone serving as both creation tool and discovery surface.
