Apple Intelligence has never run on an iPhone 11 or any iPhone SE, and iOS 27 does not change that. Apple’s published device list for Apple Intelligence begins two chip generations later, at iPhone 15 Pro, and everything Apple has layered on top of that floor since needs newer hardware still.
That makes the iPhone 11 and iPhone SE floor Apple set for iOS 27 itself a separate question from whether either phone will ever run Apple Intelligence. It will not, and the gap is not a matter of a future software update closing it. Apple has built Apple Intelligence around a specific chip generation, and on iPad and Mac around specific memory configurations on top of that, and neither iPhone 11’s chip nor any iPhone SE’s chip appears anywhere in Apple’s description of it. Here is what Apple has published about the tiers that sit above the line these phones cannot cross.

The floor and the ceiling iPhone 11 cannot reach
Apple Intelligence’s baseline sits at iPhone 15 Pro and iPhone 15 Pro Max, and every iPhone 16, 17 and 18 variant, plus iPhone Duo, clears it. Above that baseline sits a narrower, named tier: Siri voice customization, meaning pitch, speed, tone and accent, and an improved on-device Dictation model. Apple limits that tier to six iPhones, iPhone 18 Pro, iPhone 18 Pro Max, iPhone Duo, iPhone 17 Pro, iPhone 17 Pro Max and iPhone Air, plus specific iPad, Mac and Vision Pro configurations with at least 12GB of memory. Apple has also confirmed a third level is coming, though it is a subscription rather than a hardware step: a paid tier for expanded access to the server-side features that carry daily usage limits today, including Siri AI, Image Playground and the AFM 3 Cloud models Shortcuts uses. Apple has not published a price or a date for it. The iPhone 18 Pro announcement is where Apple has said the most about that tier so far, and even there it stopped short of a number.
Where iPhone 11 and iPhone SE sit against all three
Nowhere on any of them. Apple’s device list for Apple Intelligence does not include iPhone 11, iPhone 11 Pro, iPhone 11 Pro Max or any generation of iPhone SE, including the newest one Apple still sells. iOS 27 installs on all of them under the iPhone 11 and iPhone SE floor described in Apple’s compatibility page, and Siri AI, Visual Intelligence, Write with Siri, Call Context and Image Playground do not, because none of them are separate from the device list above.

What that means for the Siri already on the phone
iPhone 11 and iPhone SE keep the existing Siri, the one that predates Apple Intelligence, unchanged by the iOS 27 release. Apple has not published a separate roadmap for that Siri, and it has not said whether any part of Siri AI’s conversational features will ever be separated from the Apple Intelligence device list that currently gates them.

- No statement on whether the memory or chip requirements will loosen for older phones
- No confirmation of which features, beyond voice customization and Dictation, sit in the advanced tier
- No roadmap for the pre-Apple Intelligence Siri that iPhone 11 and iPhone SE keep using
