If you are buying hardware purely to get Apple Intelligence, buy the iPhone 17e at $699. It is the cheapest device on Apple’s own price list that also appears on Apple’s Apple Intelligence device page, and the software itself costs nothing: iOS 27 arrives free on Monday, September 14.
There is a second floor above that one, and it is the part most buying advice skips. Apple splits Apple Intelligence into features every supported device gets and a smaller set that needs what its footnotes call an advanced on-device model. The cheapest iPhone Apple currently sells that clears the higher bar is iPhone Air at $1,099, because Apple discontinued iPhone 17 Pro and iPhone 17 Pro Max on September 9.

Why the floor is $699 and not $249
The cheapest Apple computer of any kind is an Apple Watch SE 3 at $249, and it does not get you there. Apple’s footnote covers Apple Watch Series 9 and later, Ultra 2 and later and SE 3, but only when paired with an Apple Intelligence-enabled iPhone, and the same applies to Apple Watch Series 12 at $399 and Ultra 4 at $799. The watch is a screen for the feature, never the source of it.

The free update is not the same thing either. iOS 27 runs on iPhone 11 and later plus iPhone SE (2nd generation and later), roughly twice as long a list. A 2019 iPhone gets iOS 27 and none of the intelligence features.
Apple Certified Refurbished does not undercut $699 either. Apple publishes savings of up to 15 percent, a new battery and outer shell on refurbished iOS devices, a one-year warranty and AppleCare eligibility, but no iPhone 17 generation stock: as of September 10 the newest listing recorded there was an iPhone 16 at 512GB for $909, which is $210 above the 17e.
The second tier, and the $100 that beats it

Here is the verdict on that upper rung: do not buy iPhone Air for it. Apple’s price for iPhone Air is $1,099 today against $999 before September 9, and the next $100 buys iPhone 18 Pro at $1,199 with the A20 Pro, three 48MP cameras and a variable aperture. If the voice customization tier genuinely matters to you, the $1,199 phone is the honest recommendation. If it does not, stop at $699.
Four ways to take money off the $699
- Trade-in. Apple’s published wording is a range, not a table: an iPhone 13 or later gets $175 to $885 in US credit, applied instantly. The catch is timing, because the values fell on September 9, some by as much as $120.
- Apple Upgrade. Apple’s leases start at $17.99 a month for iPhone over 12 or 24 months. The catch is large: it is a Klarna lease rather than ownership, AppleCare is not included, and it is US residents only.
- Apple Card Monthly Installments at 0 percent APR over 24 months, with 3 percent Daily Cash paid up front, which is $20.97 on a $699 phone. The catch is that Apple requires AT&T, T-Mobile or Verizon at checkout and does not support prepaid plans.
- The Veterans and Military Purchase Program, at 10 percent off, or $69.90 here. The catch is that Apple states installments and Apple Upgrade are not available in that storefront, so it is the discount or the financing.
One route that does not exist: there is no education discount on iPhone. Apple’s Education Store lists iPhone 18 Pro at the same $1,199 as the consumer store.
What no amount of money buys
In the European Union, Apple states that Siri AI will not be initially available on iOS, iPadOS or watchOS, and that Mac and Apple Vision Pro users in the EU can access it when set to a supported language. So in the EU, no iPhone at any price is the cheapest route to Siri AI at launch. A Mac is. In China, Apple says Siri AI and the other new Apple Intelligence features are not available while it works through regulatory requirements.
There is also a ceiling on use rather than on price. Apple states that server-side features carry daily usage limits that vary by feature, request complexity and system demand, that increased access comes with most iCloud+ plans, and that expanded access will be available for a fee in the future. That fee is not published.
What has not been confirmed
Apple has not published the fee for expanded server access, or a date for it. It has not published per-device AppleCare+ prices for any September 2026 product, so the protection line of the budget stays blank. iOS 27 arrives free on Monday, September 14, and Siri AI rolls out the same day as a beta in English, with French, Japanese, Korean, Portuguese and Spanish following in October. iPhone 18 Pro reaches stores on Friday, September 18.
