That second line is the practical one. An iPhone that has not taken iOS 26.6.2 and is trying to fetch a large update over mobile data is running into something Apple has already described and repaired. Installing 26.6.2 first, or moving to Wi-Fi, addresses the only download failure Apple has put in writing.

What the stale guide still tells you

Two things follow from that sentence without any invention.
