Apple’s five new operating systems all arrive on Monday, September 14, and Apple lists Siri AI in all five of them. In the European Union three of those five will not have it, because Apple’s own footnote names iOS, iPadOS and watchOS as the exclusions, and does not name macOS or visionOS.
That split runs through a single household. An EU reader who pre-orders an iPhone 18 Pro on Saturday, wears an Apple Watch Series 12 and works on a Mac gets Apple’s new assistant on the Mac and not on the other two, with the same Apple Account signed in everywhere.

What Apple’s footnote actually says
The wording is Apple’s, from the footnotes to the iPhone 18 Pro press release: “Siri AI will not be available initially in the EU on iOS, iPadOS, and watchOS. Features that rely on Siri AI will also not be available in the EU on iOS, iPadOS, and watchOS. Apple is working hard to find a path forward that preserves its users’ privacy and security.”

Apple put the other half of the split in writing in June, when it said that Mac and Apple Vision Pro users in the EU will be able to access Siri AI when the device is set to a supported language. Both halves are Apple’s own sentences, and between them they draw the line at three platforms out and two platforms in.
The same Apple Account, two different assistants
An EU customer can ask Siri AI a question on a Mac, then pick up the phone that syncs to the same account and find the old assistant waiting. Apple has published no bridge between the two and no statement that the Mac exception extends to anything the phone does.
The Mac and Vision Pro exception also carries a language condition that is easy to miss. Siri AI is rolling out in English, with French, Japanese, Korean, Portuguese and Spanish following in October. Apple has not published a date for any other language, so an EU Mac owner running the system in German, Dutch or Swedish has a second gate to clear on the one platform where Apple says the feature is available.
What the footnote does not say is that Apple Intelligence as a whole is blocked. It covers Siri AI and the features that rely on it, and Apple has not extended it further.
The features Apple never listed
The second sentence of the footnote is the one that will cost people something they cannot see coming. Apple says features that rely on Siri AI also go dark in the EU on those three platforms, and then never publishes the list.
Three limits Apple did name separately give a sense of the shape. Audio Intelligence on Series 12 and Ultra 4, which covers Live Rewind and Siri Recap, is described as not initially available in the EU. The hands-free Siri AI advertised for AirPods 5 requires an Apple Intelligence iPhone on iOS 27, one of the excluded platforms. And Apple Reference Image capture will not be available at launch in the EU with iPhone 18 Pro, although Apple says iOS 27, iPadOS 27 and macOS 27 users can still develop and view reference images.

One press release, two versions of the scope
Apple’s own document is not consistent about how wide the exclusion is. One footnote in the iPhone 18 Pro release refers only to the EU on iOS, while another footnote in the same release names iOS, iPadOS and watchOS.
The three-platform version appears on Apple’s Apple Intelligence page, its iOS page, the iPhone Duo page, the iPhone 18 Pro specifications page and a support document, so that is the version to work from. It is also the one that matters, because it is the version that catches the watch.
What it changes for an EU buyer this weekend
Nothing about the hardware is gated. France and Germany are both in the group of more than 65 countries and regions that can pre-order iPhone 18 Pro from 5 a.m. PT on Saturday, September 12, which Apple’s German and French store pages give as 14:00 local time.
Buying does not change the software position. Apple has published nothing about whether a device language or an Apple Account region alters any of it, so nobody should assume a workaround exists. The rest of the announcement applies in the EU as it does elsewhere.
What Apple has not said
- What “initially” means as a date. Apple has given no month, no quarter and no condition that would end the exclusion.
- Which features count as relying on Siri AI. The category exists in Apple’s footnote and nowhere else.
- Whether the Mac and Vision Pro exception widens once more languages arrive after October.
- Whether any Apple Intelligence feature that does not depend on Siri AI is affected in the EU.
- Anything at all about Siri AI in China, a market Apple names in both hardware launch lists.
