The detailed Episode 4 answer comes from the released chapter, while the ranking below explains why Zoe stands above the people who appeared suspicious earlier in the Rushville investigation.

The investigation first points toward William Macon’s operation and a man who claims to be Hector Hammond. Hal and John discover that the man is Hector Gutierrez, a human using alien technology. That makes him dangerous and relevant, but it also removes him as the simplest answer to the synthetic Manhunter question.
Zoe then appears to die during the violence around the investigation. John’s reaction gives Hal another clue because it suggests his partner understands the scene differently. Zoe survives and reveals her identity, confirming her link to the synthetic beings created by the Guardians before the Green Lantern Corps.

The ranking reflects the evidence available through Episode 4, not a claim that every suspicious person is harmless. Macon’s organization and Gutierrez’s technology can still matter even after Zoe answers the central identity question.
Why the answer creates a larger problem
Finding the Manhunter does not settle what Zoe wants, why she stayed near Macon or how her history connects to the future murder mystery. It also widens the breach between Hal and John because John withheld information while the Guardians were separately pressuring him to replace Hal.
